Implementation of Private Rented Sector Regulations Scrapped

The Government announced last week that it will not be implementing proposals for tighter regulation of private sector landlords. You may recall our earlier e-briefing about the previous Labour Government publishing proposals to tighten the regulation of the private rented sector in February 2010 following the Rugg Review. These were to include a national register of landlords, compulsory written tenancy agreements and a basic standard of accreditation.

The new coalition Government announced that the proposed regulations will no longer be implemented as the majority of England’s 3 million tenants in the private rented sector are satisfied with the service they receive from their landlords. Rather than implement more red tape, councils will be encouraged to use the wide range of powers already at their disposal to tackle rogue landlords providing inadequate accommodation and blighting local neighbourhoods. This decision is likely to have been influenced by the well publicised pressure that the coalition Government is under to cut public sector spending.
